If you deleted the video off youtube upload it again. Then edit the description.
Take a screenshot if you could describing your title issue .
All the name. description stuff is done while its uploading.
Then check the video progress says saved and then Publish. It provides a url. if you're not happy use the edit video on youtube, select Videos on your channel.
EDIT:
Deleted the video off of Steam, not YouTube, not going to remove the video from YouTube just to fix an issue on Steam, it don't need to be on Steam if that's the case. If necessary, I can record a video & upload to YouTube to show the problem, then link it over here.
Last resort will be to just remove all videos from Steam entirely & leave a link to my YouTube channel on my profile instead (already have one on there to my Twitch channel). I've already stopped doing reviews on Steam due to mass-abuse of the rating system & moved all of them to my personal site, I have no problem with cutting out the video function on Steam entirely if this is a restriction put in place by Steam (I can think of one possible reason it might be a restriction/penalization & it had to do with updating a name on a video to something that was getting filtered by Steam, the user successfully manipulating Steam filters so I couldn't link to their profile, which resulted in a note to go to the Twitch version to get a link to their profile).
