Steam "Failed to send message. Please try again later." but my messages are sending

i get the error message but my messages are still sending as normal i assume it is a bug but it is annoying and sets off my OCD anyone know a fix?

My friend from california is able to send messages freely yet I can't respond at all..

that's not the same issue that i got, with my error msg both of us get the error msg but can both see each others msges

when i send a message it writes "Failed to send message. Please try again later." but it send after 2 minutes. but we also can´t join join on friend. it writes Different server version. then it writes my server version and is that same as my friends !
