is it because of 4 gb RAM ? that my GTX 1050 ti (4gb) is lagging
specs:
CPU : i5 7400
GPU : gtx 1050 ti (4gb)
RAM : 4 gb ram
OS : windows 10 64 bit
while playing GTA 5, the game was working fine(60 fps) but after 15 min the game was lagging like hell. (5-10 fps)

but i've seen on youtube, 4gb of ram and he was playing all games with high graphics

Double or triple that RAM amount and problems should go away.

one more thing, while playing GTA, the GPU usage comes to 2% and the ram usage goes to 99%

Yeah. Buy more RAM
If you get 16 gb of system ram then you should be good, anything over that is overkill.

4 gb's is pretty bad, 8 gb's is usual a mininum for most games nowadays. 16 gb's is where most people say you should be good for awhile.
