Some games restrict posting on the Discussions to owners, but it's uncommon.
They don't. There are a number of reasons to purchase from digital distribution, but you can still find some games sold on physical media.
As dangerous as purchasing from a physical location. As long as you're buying from a reputable location and none of the security has been breeched, it's fine.
Because making games take a lot of time. People like to receive money when the invest large amounts of their time.
To activate a game purchased outside of Steam, Yes. Valve won't take your word that you bought a legitimate copy of a game, they require proof. The CDkey is that proof.
Games purchased on Steam do not require a CD key.
Presumably you then install the game and play it. You could leave it uninstalled and just stare at the name in your Library but seems kind of a waste.
Technically you own a license for the game, but yes.
Delete it if possible. Apologize if you can't delete it.
Top right corner of your post should be some icons, one of them is a trashcan. Clicking the trashcan will delete the post. You can not delete a thread once it has 5 replies.
Assuming you're talking about the Workshop, yes.

You can also request a refund if you've played the game for less than 2 hours and purchased the game less than 14 days prior to requesting the refund.

1. Q: Are all PC games on steam?
A: No, not every single PC game. But many are, and if you find that there is one that is not, and you wish it was, you can post here..... http://steamcommunity.com/discussions/forum/10/627456486849997575/
2. Q: Is it true that I need to own the game before I can ask any question about the game?
A: No, you can ask questions as you wish. But the game's actual forum may require you to own the game before you can post in that forum. And your Steam account must not be limited to post frequently in the forums. https://support.steampowered.com/kb_article.php?ref=3330-IAGK-7663
3. Q: Why people need to purchase games online? Isn't it dangerous to purchase online?
A: Well, people don't really "need" to, but it is easier and faster than brick and mortar shopping. And no, not really danagerous, if you use basic account security and good common sense. https://support.steampowered.com/kb_article.php?ref=1266-OAFV-8478
4. Q: Why can't all games be free?
A: Because game developement is expensive, and people are in business to make money. Basic economics, really.
5. Q: Is it true that I need a CD key before I can activate a product on steam?
A: Yes, you need a key to activate a product on Steam, but you can also "add a non-Steam game", and use Steam to launch it. https://support.steampowered.com/kb_article.php?ref=5414-tfbn-1352
6. Q: What happens after I activate a product on steam? Does it mean I own the game?
A: You have a license to use the software, yes. You can install your games and uninstall them as often as you like, on as many computers as you like.
7. Q: If I post something bad by accident what should I do?
A: Don't post something bad. That is the best course of action, but you can delete and edit posts here. https://support.steampowered.com/kb_article.php?ref=4045-USHJ-3810
8. Q: How do I delete posts and discussions?
A: If a thread has reached 7 posts, you can no longer delete it, but hover your mouse over the posting window of the post you wish to edit or delete. The icons will appear in the top right.
9. Q: Do I need to own a game before I can subscribe to download?
A: Not sure what you mean by "subscribe to download". If you buy a game on Steam, then you can download it whenever you wish. Just log in, and download it. Then, it is isntalled and ready to play.
10. Q: Game can't connect to steam. What should I do?
A: You can post for help in that game's forum. Right click the game in your library and select "view forum". If it will not launch from Steam, you can post in Help and Tips.
11. Q: Game is slow and lagging. What should I do?
A: This question is too broad and there are too many possibilities. Post for help in that game's forum.
12. Q: Game is not working. What should I do?
A: Define "not working". Again, too broad. If it will not launch from Steam, post in Help and Tips. If it will, post in that game's forum. Generally speaking, of course. Hope these answeres were helpful.
2. No, but developers can restrict access to their game's forums for only those who have purchased it.
3. Not if you're smart and don't give away your credit card information. Or alternatively, you can use Steam cards (purchased from physical stores) to add funds to your account and never have to worry about your credit card information.
Everything is purchased online because Steam is a digital retailer.
4. Games cost money to make and have monetary value. Game developers/publishers set prices, not Valve.
5. Nope. If you purchase a game from the Steam store, you immediately & permanently get the license for it and can install/uninstall it as many times as you wish with no repercussions.
6. You own the license for it.
7. If you break something in the Discussion Rules and Guidelines, moderators may temporarily or permanently ban your account from accessing community forums. Bans are issued based on your previous behavior and ban history; so if you have never been banned before and you have only broken the rules once, you are most likely going to just get a warning, compared to someone else who has been banned 20 times in the past and doesn't change their behavior, where they are more likely to get a permanent ban.
8. If there are less than 5 posts to a thread you have created, you can delete it via the trash can icon near the top-right of it. Your general posts can be deleted the same way.
9. Yes, unless the game is free-to-play.
11. & 12. Make sure you check the system requirements on the store page of a game before purchasing it so you don't waste money on something your system cannot run. Steam does offer refunds on games as long as you have owned them for less than 2 weeks & have played less than 2 hours. This section can be found by clicking on "help" in the top left of your client, then selecting "Steam Support", followed by the game you want to refund.
I haven't encountered #10 on your list, so I won't comment on it.

Also, always check game forums/pinned threads in those forums for additional rules, if they apply.
The Roller Coaster game can only be redeemed on Steam. You did not have a key and wanted to know how to play it witouth purchasing it.
Good times.
Also, guess this fits under number 12, of "games that are not working".
Q: Is piratiing games bad?
A: Yes, don't do that
Lucky number 13.
