Can't change my country (region) settings
Pretty self explanatory, I've moved to a different country recently and I want to change my region to it (for adding a new payment method/address etc.). But as I enter my new location details steam pop an error "We can't change your country settings right now. Please try again later". It's been going on like this for days and it's getting annoying... Any fix?

Yeah, I don't think you can use PayPal for your first purchase. And you may need to create a new PayPal account for your new country (my US PayPal wouldn't let me to add Canadian bank accounts or credit cards). Hence my advice about using a credit or debit card from your new country.

My paypal is located in the country i'm currently in and where i want to change to. And i don't have a debit or credit card :|

No it's not, there's no reason to abuse the store regional pricing, becuase you fail to understand that every country have their own economy value differences, and currency exchange rate differences, example why things are cheaper in one country than others. Publishers / Devs know they would barely, or not all sell a full on $60+ USD game in some poor countries, as most people would either skip it, or wait for it to drop in a much lower price. I suggest you don't VPN to other countries to buy games to get around regonal pricing, as they can lock your account if they wanted due to you trying to abuse their service, which is against their TOS.

Either link a bank account to Paypal that's in Canada, which I assume you're living in Canada, or add your credit card that was issued in Canada. If Paypal is not accepting either one, you need to contact Paypal, as Steam can't help you over Paypal as they have no control what Paypal does over their service.

As you're so knowledgeable on the subject, could you explain to me why Norway's regional pricing is cheaper than the US, CA, EU, and GB regions? Norway's average per capita income is about 25% higher than the US, 65% higher than Canada, and 75% higher than GB.

Is it because Norwegians are more likely to pirate software? Is it a remnant of the Viking culture?

yes ik it but these are sales. In the cheaper countries games are even cheaper. Let's in euro currency something is 30eur. In Turkish currency it is going to be around 10eur. The margin is huge and that's why people change countries.
In my currency that's 40bgn. That's a lot of money for me since I'm kid and have no way of earning it yet.

There is a reason. To get cheaper games. And yes ik it's against the rules. But I did it anyway.
Maybe now i'm stuck with turkish lira as currency. Still no 2nd response from steam.
Sorry misread when doing the quotes about the canada part, anyways since you have neither a bank, nor credit card, then I'm not sure why you're using Paypal TBH, as you should be using another paymen such as getting Steam cards from your local game shop, or if have a kiosk that support Steam payment, then one of those will be fine.

You do realize if they lock your account you can't complain right? Not only that if you have to pay taxes in the country you're living in, then this will count as tax evasion.

I understand you'd like to change your store country Bulgaria. You can update your Steam country to match your current location by completing a purchase with a payment method registered to the new region.

Games aren't a basic human need or right. You're not entitled to them. If you can't afford them, you wait till you can or do without.

here is what to go if u get that error:

1. login from ur new country in steam on browser, & also in desktop steam app.
2. try to change country from browser not steam desktop app
3. now click on contact support when u get the error (option appears)
4. select ur new country & write: cant change country, please help
5. turn off tab & wait for reply

in the mean time I recommend u not to use steam at all & if u open steam app or login steam via browser be sure to do it from new country
