Account Deletion - Common Questions
https://support.steampowered.com/kb_article.php?ref=4650-SDKC-0716
EDIT...............
You can have as many accounts as you want, though. And you can family share games that support family sharing, from one account to the other one.
There is no need to delete your account for simply not liking the name on that account. You can have another one if you wish, but you cannot move games between accounts.
No one sees the account name.
2. The display name is different from the login name. Display name is simply a display name, you can change it as many times as you like, whenever you want, but the login name can't be changed period.
3. Games are bound to the specific account. If you delete your account you forfeit everything on that specific account, hence games, screenshots, and etc. Games can not, and will not be transferred to another account.
4. You can make another account, and family share between the two accounts, but do note not all games can work in family share as devs/pubs can choose to opt out for their games if they wanted. Also it's your responsibility to manage your account's as well.
And yes, this includes keys not getting "re-armed" for another use. The key was used to put the game on the account, and that's where it is. The key remains used forever.
