I looked up your issue and I do not see anybody else with this issue.
So you are the first one to have this or it is a client-side issue. If you are using the web-version of the steam store you could try clearing your browser cache, cookies and history. If you are using the steam client try rebooting steam. If this still doesn't work I recommend you contacting Steam Support.

So, technically, they're lying that they save discounts.
"There was an error with a recent Steam purchase.
We've saved your cart (including discounts) for 72 hours so you can attempt your purchase again."
There is no disclaimer in the email, stating that discounts do not save after the sale
Would assume that that was obvious. The sale ends as does the sale price of the item.
Which leads one to think, by reading those words, that you get that error often.
I have maybe seen that error once in almost 10 years, so there must be a reason you get it often, if you do.
Do you only get the error on PC Steam client or phone app ? Or, do you get the error on both ?
How often do you see that error message ? Usually trying soon after or at a later time gets around that, depending on the issue related to the cause of the error.

If your purchase fails, Steam will save your shopping cart (at the sale price) for three days (exactly 72 hours) so you can try to make your purchase again. Any discounts applied to your failed purchase will be saved, even if they are no longer available in the Steam store
