Report a translation problem
Even if you have made no other changes on the computer, there can still be a software conflict that only now has presented itself.
Describe what exactly happens, in detail, after you click "play" for The Witcher 1 in your Steam library. If you see "preparing to launch" or any other messages, include those also, please.
Games do not run after 'Preparing to Launch'

My first suspeicion is you have a software conflict causing this.
So, I suggest the following.........
1. Take screenshots of all of the programs you have installed on your computer. Control panel then programs/programs and features. (Windows 7,8,8.1) or "apps" (Windows 10 click "Start" (Windows icon on bottom left))
2. Click Windows Start and type in msconfig and run that resulting process. Go to the services tab and check the box on bottom "Hide all Microsoft services". Take screenshots of all that is left.
3. Then go to the startup tab on top of that same window (Task Manager in W10). Take screenshots of all that there also.

You realize that is in a language not of English, right ? I cannot fully read the msconfig shots, and you seem to have made a mistake with the first one linked.

Please read my post again, and if there is any way you could make your Windows English please, that would help.
Also, I think you are missing some of the shots requested. I asked for services and startup items, please. (Task Manager in Windows 10)
But so far, I see uTorrent. It is known to be an issue with Steam, and this is why I have to ask for screenshots, because all too often, the user replies they don't have other software running or installed, and in fact they do.

Yes, you do. And the parent program often has children that run even if the parent is disabled. Such as some of those "services" processes in msconfig. You don't need most/some of that stuff, and some/most of it not at all for gaming.
Before you say you have never had an issue with uTorrent before, it is well known to be a conflict with Steam in the past. You can see that by using the forum search if you wish.
See, those kinds of programs run automatically on boot upon default installation, and that is why you have to be careful simply installing them. Even without you launching uTorrent and some others, they run automatially on boot by default. That's why you need to use msconfig to see what is actually running on your machine.
Or, just temporarily uninstall uTorrent and the restart the computer. Then, you test the issue again after verifying the game files.
Then, if the issue still happens, we continue, using process of elimination until we find the cause of the problem. Sorry for the late reply.
Also, I should have asked before, but please post your system specs also.
"Help" in the top of Steam, then "system information", then right click, select all, and copy and paste it all here.
EDIT..I still cannot read all the information, and I "think" you are still missing some of the shots requested.
