That should be installed alongside your graphics card drivers.
I'd probably try to clean install those if I were you.
I had the same error for the 32bit version - gldriverquery.exe
Hopefully the fix I used will work for the 64bit version as well.
Go to "...\Steam\bin"
Locate - "gldriverquery64"
Hover over it and right click your mouse or tap the file and a menu will appear..
Select - "Compatibility"
Select - "Change settings for all users"
Tick box - "Run This Program As An Administrator"

All that assumes one has the O/S you based the above steps on. I don't but never mind that. I saw another post that suggested deleting gldriverquery/32/64.exe but all that does is cause Steam to re-install the whole package again - - - A cold beer and hot wings becomes a warm beer and cold wings waiting.
A possible cause for this upgrade problem in gldriverquery.exe error is the hidden error explanation of "SDL2.dll was not found." Now, whatever that is, and how and where to put it, well, I know where to put it, but how, and finding it without agreeing to all the Trojans from those "free" Drivers sources is the hard part.
Hope this helps those hidden away in the dark corners of Dev-dom see this and consider a fix for the patch that was part of the revision to patch the fix - think
Always use the forum search when you have a specific error message such as this, or any issue really. This thread seems to be inactive for the most part, but just in case..............

I read those tidbits in your link/s and none seem to help anyone - related to Jon's post. I think a lot of drive space and less bandwidth is wasted if there were fewer people telling other people how, when, and where to search. Too often searches come up with something old, unrelated, driven off-topic, and useless on this months newest version of whatever has been patched, fixed, upgraded or what ever. Add to that, that any new thread with a direct question can easily be ignored by the search cops.

I am not sure but sometimes the URL does not refresh when you navigate Steam pages in certain ways, and so a user can sometimes post the previous link , instead of the current one that was intended. At least, for me sometimes. I look at that user's post history and found this from his or her post in this thread, number 2.........

Sry you misunderstood. It was never suggested to delete any file(s) and it may, or may not work for every machine.
Just follow the steps above...
Check once in a while to see if the error is fixed.
i can say this works with windows 8 x64 bit ,went into Compatibility tab click on run this program in Compatibility mode for Windows 8 also clicked the box for Run this Program as admin and the eoor for gldriver.exe has stopped working no longer comes up
