They said long time ago they are looking into doing something about it, at the very least for the users with usernames that are emails from the old times, but from that time the guy that said it does not work in Valve no more, and it did not seem to happen yet, so hard to say if it will ever come
In the long run I think the easiest way to do this is to take everything down, migrate to the new database that will let you change the username and then bring it back online... although of course this will result in downtime which game companies are not going to be a big fan of.
The last time a Valve employee talked about this very thing was 2011...

All he said was that the ability doesn't exist (and as of right now, still does not).
That feature was owned by MikeB. Don't think anyone picked it up when he left in 2012.

Anyways... I think you are right. I don't think anyone is going to try to do anything with that soon. There is so much more going on there right now.
