If prebuilt, they can often come with software that can cause issues with games and/or Steam.

From what you described above, and since your PC should be capable of playing those games, it sounds like a software issue running that will conflict with games/Steam, to me.
Make sure also any security software such as antivirus is totally ignoring Steam and games in real time scanning. Make exceptions in your antivirus for them, if you have not already.
If you wish, you can post some screenshots of your installed programs and processes and we can look to see if any might be an issue. That's up to you, but if you do it, do it as follows, please :
1. Take screenshots of all of the programs you have installed on your computer. "apps" (Windows 10 click "Start" (Windows icon on bottom left))
2. Click Windows Start and type in msconfig and run that resulting process. Go to the services tab and check the box on bottom "Hide all Microsoft services". Take screenshots of all that is left.
3. Then go to the startup tab on top of that same window (Task Manager in W10). Expand the header on the left so we can best see the process name (small window, so do the best you can). Take screenshots of all that there also. Don't forget to scroll down if needed and get everything in the shots, please.
Post all the links to the above screenshots here, using a file hosting site such as imgur.com, which is free to use.
I can see that the GPU driver has the date from end of September. Any chances that got updated a short while before the issues came up?
Norton. Anything Norton or Symantec is very notorious for being overprotective. Those background processes can possibly be causing issues with the games running.
Daemon Tools Shell Extension. Another known conflict possibly, with Steam and games, as seen in the past.
My bet is it is Norton.
You have a LOT of background processes running. I would suggest you investigate and research what they are and consider disabling ones not needed for gaming. Those are just taking up resources needlessly when you game. You don't need some of those for gaming anyway.

There are a few other possibilities also :
Nahimic , Advanced System Care (IOBit). Honestly, there are two ways to go about this.
short - erase system disk and make clean setup, or, uninstall all the bloatware/conflicting software, and try restore default system settings and system files, then try to fine tune the system, but that's probably going to be long and painful.
There is just so much you have installed on it that can be an issue with gaming.
You might want to check what gets started on start-up. Often programs run services on start-up that are unnecessary, in many occassions it's enough to just start the program when you need it. For example, I don't let Steam start on start-up. Same can be done with Origin.
I'm also tempted to say something went wrong with the Nvidia updates. I find that too much Nvidia processes, any chance an old driver didn't get properly uninstalled?
I agree with TGO, Norton can be a nasty one in that regard.
