No moderator necessary.

You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

Which is exactly what VPN does.

Can I use a proxy, VPN or disguise my location to redeem a region restricted Steam Gift?

No, using a proxy or VPN to disguise your location is strictly against the Steam Terms of Service and may result in restrictions on your Steam account. If you attempt to redeem a region restricted game and your location is inconsistent with your past Steam activity, a warning will appear

VPN/Proxies
Disable or completely remove any IP proxy or VPN software that you may be using, restart your computer, and test your purchase again. All transactions that are initiated through anonymous proxies will be declined by Steam.

Are there any programs which may interfere with Steam?

Virtual Private Network (VPN) Software
VPN software will prevent the Steam client application from accessing the Steam network.

Cathulhu answered already. Using VPN services to fake your location is forbidden and may get your accoun punished.

The Steam Subscriber Agreement is very clear on that.

Lets tear the terms down and read it carefully..

"You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, "
Are you using it to circumvent geographical restrictions on game content?

"to purchase at pricing not applicable to your geography, "
Are you using it to get a discount or different price in another geographic location?

"or for any other purpose. If you do this, Valve may terminate your access to your Account."
You using it for anything?

Personally I use it for work and everything but steam. Unfortunately I cannot white-list steam from it and steam loads with my computer which is what i want... Such an inconvenience

What happens is I cannot even log into my account if i am on my VPN(Tunnelbear). If i disconnect from my VPN i can log in and then connect to VPN again though...
