Refunds take up to 10 business days. So that's Monday-friday not counting national or public holidays.. When refunding to a third party payment method. Refunds to steam wallet take at best 2 days
I mean, if you paid beforehand with a credit card, yes, they kind of would take 10 days to be able to restore your balance to the card.
Note that 10 days is the maximum delay given, but it usually takes a lower amount of time (usually 2 to 5 days as based on previous threads I read), again dependant of the banks involved.

Where is my refund? My refund was approved, but it’s been more than 7 days.

That made me laugh. "I, I didn't bother to read the message I got after asking for a refund and thus went on an uninformed rant and called Valve liars. But this guy made a snarky comment, so I reported him."
Calm down man nothing that was said here by anyone but you was report-worthy.
Why should I? You reported someone for saying, and I quote:
"Some one needs to smoke and calm down ... want me to give you 27.98? It may take 5-10 business days"
So it is already clear that to you report-worthy is roughly equal to "me no liky, my feels".
But you did accuse a corporation of lying to a customer. You accused them of deceit. That is at worst, slander.
Now, get of that high horse, you made a stink because you didn't comprehend. That happens. Time to stop the bit.

It is quite clear that it could take up to 7 days. For credit card they indicate it can take longer (but provide similar text). Next time calm down and read the email in full.
