Why is my game only downloading at 1mbs when i have a 300+ connection speed?
Is it a server problem or a throttle issue ?

Go to Steam, Sittings, downloads, and mark the Display download rates in bits per a second

As its likely your 300+ is Mbps and not MBps (Steam show by defult MBps)

Also try to go to speedtest.net and see what you get there
And last if that seem yet far away try to change the download server

Also maybe your disk it just too slow? (The HDD)

During times of high traffic on Steam, your download speeds may be throttled by Steam to keep the pipes running.
