Best Download Speed?

So I've had this problem for quite a while. My internet providers give me around 20MBps internet speed, but once I download Steam games I get only 1,8MBPs. I've tried out all diffirent kinds of servers for Steam downloads and none of them seem to give any results. I live in Estonia and it seems quite unfair that my friend is getting 17MBps download speed on steam when I'm only getting around 2MBps.

i live in the states and have this same issue. 17-18 mbs from my provider and i peak at 2.2mbs while downloading from steam. what gives???
