Any chance you know why it's missing?
Nope. I looked and they were off. Then I turned them on and off again to make sure.
A green icon appeared when I turned it on. Then I turned it off. Settings still wasn't there when it was off. I also check to see if there was parental controls on the laptop I was using. None. I turned the parental controls of the laptop on and off. While it was off and while the steam parental controls were off, I checked for the the settings option.
It wasn't there.
Thanks. And I'm intentionally necroposting because I think this should be made more clear somewhere. Imo the settings button should still be visible but either be grayed out or prompt you instead of just magically disappearing.
Turn off Family View.
Open in Big Picture Mode. There you will see the settings button and when you click on it, it will tell you why you are locked out.
In my case, Family Mode was not on in the normal client but the big mode thought it was on. I turned it off there and fixed.
1 - parental control - if it's green, press it and put pin and
2 - settings are under "View" on top left bar.
