I do not think an account can be upgraded by doing that though.
If you wait for the crowns to go on sale an buy the 5500 one (Went on sale previously for about $25 USD) you can use that to buy the DLC pack in-game instead.
This particular wording makes me think it should be possible, so long as you buy a new copy on steam:
Note: If your version of The Elder Scrolls Online was not purchased through Steam, you will not be able to link your Steam account to your existing ESO account without purchasing a new copy of the game on the Steam platform first.
That isn't the issue. The OP wants to upgrade the ESO account to the gold edition by buying the gold edition on Steam. Unfortunately ESO does not allow that as far as I have read on the matter.
