And your Windows is either 32 or 64 bit. Simply saying Windows 10 is an incomplete answer as to your operating system. Thanks.
My system has been working fine and healthy for months if not years. Today the games launched from steam have been having this specific problem. I figured the issue MUST be coming from steam itself, a patch they did or something, this is why I posted the issue on the steam forum.
Ok now I have been monitoring my system with MSI Afterburner while steam games are opened and GPU Usage is staying in the 3-8% range. I have seen an issue like this before, where it was recommanded to put the "Power management mode" : "Prefer maximum performance" in the nvidia drivers. But thing is it is already set that way. I have tried putting back adaptive mode instead but, still no change.
When I start a non-steam game. GPU Usage goes to 100% right away, no probs

People smoke and get along fine for years then one day they get lung cancer. You seem to already be making the assumption that just because there was not a problem before with the same software on your computer, that this means there is not a problem now.
Software and operating systems update. Things change. I cannot say a program is causing , but I would still like to see what was requested of you, please.
It seems like the stuttering comes every 26seconds, last for about 4-5seconds, same delays in two different games
The Giving one I'm not sure what you mean by screenshot of installed programs do you mean the steam game library or the windows program?
The view as if you were going to uninstall a program, please. Expand all headers and lists so we can see them all.
Also, a shot of your msconfig in startup and services would be nice. Windows start then type in msconfig, run the result, and expand all lists and views. Not sure it is the same in Windows 10, so Google please if you are not understanding that.
It seems like the problem might not be related to steam.
Two games work properly, Overwatch and Killing floor 2.
A bunch of games I have tested that DO stutter are games that are way less demanding, exemples : Rogue Stormer, Castlestorm, Final Exam
Or, the exact model and model number if it is prebuilt, please.
