So of course that antivirus damaged your Steam/games there, or a child process of it perhaps. You are supposed to configure antivirus programs to exclude Steam and games anyway, but AVG really hates Steam.
Yeah I think that's the problem. Is there anything else I can do? I already tried verifying my game cache but it won't even start. Workshop contents are downloading but the game itself isn't :/
If Steam is messed up, that has to be fixed first. Fixing games is easy, as once the problem is taken care of, you simply have to verify the game files.
But you have to fix the problem first.
What are you going to do about AVG ?
I already deleted AVG. I also tried reinstalling my steam client. I'm so close to reformatting my system but i'm afraid that it won't fix a thing. Is there anything else I can do? Thank you for your help!
So did you restart your computer after uninstalling AVG ?
If you did, then did you reinstall Steam in the same exact path as you installed it before. I assume you were trying to overwrite the files that maybe AVG messed up and that can sometimes work with just reinstalling over the existing installation.
Let's start at the beginning, please. Describe exactly what happens when you go to the Steam.exe file in your Steam folder and right click it, and run it directly from there ?
Don't use any shortcuts you have now. Just go to the .exe and run it directly from that Steam.exe.

Yes sir, I restarted my PC after uninstalling AVG. Same thing after uninstalling steam. I tried to ropen steam.exe inside the Steam folder and it runs normal, just like how it runs when I click it in the desktop.
So you reinstalled Steam and then apparently, according to this post, Steam runs fine now. So forgive me, but I don't understand what the problem is from what you just posted.

Sorry sir what I'm trying to say is that I can log in to my steam account normally, but my csgo and dota 2 still won't start updating. Even after reinstalling steam and deleting AVG
Describe what the update problem is then, in detail.
Do you see error messages ?
Are the games stalling at a certain percentage in the updating ?
Are you using a router for your connection there ?

okay sir, the problem is that my games aren't updating. It says that it is already "update queued" but when i check the download progress, it is 0/0 bytes, 0 disk usage, and the download speed is also 0.
yes there is an error message a while ago where it says that "content servers are unreachable"

Restart after uninstalling them. You can reinstall them later if they are found to not be the problem here.
So get rid of that router, please. Bypass that router and run ethernet directly to your modem in instead, from the computer.

alright sir, i already deleted CC cleaner and uTorrent and will restart my PC now. I downloaded HitmanPro as my temporary antivirus and nope, I don't have Vipre Antivirus.
Routers are often the issue with Steam downloads. After you eliminate the router from the equation, we continue as needed.
