Post your operating system in full. (Windows 7,8,10 etc. and if 32 or 64 bit)
Post the model number and model of that computer. If it is custom built, post the exact motherboard instead.
Make sure we can see all the programs you have in the shots, so expand all lists/headers fully before taking them where that applies, please.
Im using windows 7 64 bits
my mother board is an MSI Z97 PC Mate
and for the softwares Ive had this hdd for like 6 years now so theres a lot of software on it from years ago could a picture of my running process be acceptable?
ive also checked the list of steam support of softwares that can cause issue with steam and I only have avast on that list but I do not use avast firewall so I doubt that its the issue? ive tried turning all the services on it and it didnt change anything
Yes, even if you have had the same software forever without any issues before.
Do you have the Killer Network Access Manager software installed on that computer, since it is an MSI board ? Check that also, please.

Daemon Tools Lite (Also very suspect)
Defraggler (not on the list linked below, but Piriform, so may have a monitoring mode active)
CCleaner (Is on the list below and does have monitoring mode that conflicts)
As mentioned, most are listed here and known to conflict with Steam/games.

I suggest you temporarily uninstall them and restart your computer. Then test this again.
You have a huge amount of software installed, and there is no telling what is running in the background that can be eating up your performance, and you don't need that.
Click Windows Start, then type in msconfig. Go to the Startup tab and take shots of all that. Then go to the services tab, check "hide all Microsoft services" box then take shots of all that.
Post all those next, please. As well as your reply as to how you intend to proceed considering those programs above. Thanks.
I uninstalled daemon tools lite defraggler and ccleaner leaving utorent and avast (last) and restarting after posting this

Lots of "unknowns" there and the header is not expaned in the lists for installed path. So no way to tell what those programs are or the software developer for them either.
uTorrent can be installed just as easily as it can be uninstalled. I suggest getting rid of it for now and restarting your computer.

You did not state that you are restarting your computer after uninstalling ANY software from it. Always reboot after uninstalling software in order to troubleshoot.

That goes back to what I said about not being able to see the install paths. You did not expand the header there so we could see the path. So, the parent program is probably hidden from view.
Yes the window is small, but you can expand the header some at least, and then search for the parent program yourself.
This is a textbook example why you should never assume that because you have made no changes that this is always relevant. You admit to not even knowing about Himachi or using it in years.

then I see lots of new device drivers there, some from 2016 recently, too.
I suggest that you make sure ALL device drivers are fully up to date.
If you have been using Windows update to do this, that is another problem.
If you don't say it here, then we cannot know you are doing it there.
No disrespect, but I am typing literally paragraphs here and doing legwork to try to help. At least reply as to what exactly you are doing there, so we can know you are doing it correctly.

That does not mean that it had the most up to date drivers on it at that time. The board does not have drivers on it. You have to install them yourself. Boards don't work like that.
Device drivers are on your hard drive. You are talking about the BIOS.
