Can I "lend" my account to my friend, so he could download games for me?
Okay so I'm planning on playing The Witcher 2 soon, but my internet is capped and pretty slow so I figured I might let my friend do the honors of downloading it. Is this allowed? Or better yet, would this work? I assume I'd have to just give him the log-in info and the 5-digit code from my mobile authenticator, but for some reason I think it wouldn't be that simple. After the download he'll give me the game (on a USB stick) and I'll let Steam verify the files. Is this going to work out or will I have to spend 2+ months to download it by myself?

If you link your Steam to a Gog account then you can get a DRM free version added to your Gog - might be simpler to let him access that account rather than your Steam.

No, as GOG also does not allow sharing of accounts either.

You don't need to share your account. Simply find someone who has Witcher 2 installed and copy the game folder.

The guy rarely plays Steam games besides Portal or Binding of Isaac and such. So no, he won't have cheats and no, he's not gonna try to steal my stuff. All I'm worried about is - will Steam allow this to work out? To log in from a different PC, different IP address and get access?

I won't find anyone like that. Most of my friends play either LoL or CS:GO. This really is my last resort, I don't want to have to download all this myself.

You could do it perfectly legitly using family share.

Your account could be locked. Valve can and does lock accounts for sharing.
Go over to his house, use steam family share. He can then download (and even play) your games (so long as you arent at the time)

He can back them up for you and they can be moved via solid media.

No muss, no fuss, and does not violate the SSA
