I don't want to disable the DS4 controller itself. I just want to stop Steam from recognizing the controller when I turn it on or plug it in. Right now the Steam client immediately recognizes the controller - that recognition is what I want to disable.
You can still select "hide ds4 controller" at DS4Windows. This should stop recognizing controller on steam
I have it selected but it doesn't stop Steam from recognizing it the DS4 as soon as it is turned on.
The stable client is the one I am on. I don't think there's an option for me to roll back to the last stable client, but if you know how that would be helpful.
If so, this is what I would try, however I haven't linked mine to Steam when it got support, so I'm just offering a suggestion here.
Close out Steam Client and DS4Windows completely and then unpair your DS4 controller from Windows. Then pair your DS4 controller with Windows again and open up DS4Windows and then do the "hide ds4 controller". While I can't confirm you won't lose your DS4Windows settings, I will say that because of the Windows 10 updates, I have had to unpair and pair mine several times and not once did I lose my DS4Windows settings with my controller.
Edit; and if you are worried about losing your settings, just copy/write down your current DS4Windows settings so it will be much easier to restore what you had.
I was on the beta client until they turned this on... I couldn't find a way to disable it then either so I went to stable client... well here we go again. I think I set all of the buttons to do nothing in Steam so it would just ignore it, but seriously, why do I have to do that?
You don't have to unlink, but as long as DS4Windows is opened first it takes ownership... unless the bluetooth times out. Regardless Steam still sees it. I'm not sure if DS4Windows is really trying to HIDE hide it, but rather not list it so a game that checks the mounted devices won't see it. I'm guessing Steam looks for the hardware because it is trying to provide the support for it (same as DS4Windows).
This is very easy to fix. Before you start, make sure you have your PS4 controller unplugged. All you have to do is open Big Picture Mode, and proceed to Settings>Controller Settings (might say Controller Configuration), and uncheck PS4 Controller Support. Then--if not already checked--check Xbox 360 Controller Support. Next, close Big Picture Mode and open DS4 and plug your PS4 controller back in and re-open Big Picture Mode and *TADA!*, you have exactly what you wanted!

Nefarius' ViGEm suite has some new tools which make it possible to hide directinput sticks from windows, and only allow apps you want to be able to see them.

I noticed that the controller kept getting disabled in the Device Manager. I could reenable it, and sometimes had to toggle exclusive mode in DS4Windows.
But I think the real issue is having ANY controller support settings for PS4 or Xbox (including Xbox 360) on within Steam's Big Picture mode. It seems that DS4Windows and Steam end up fighting with each other when both are enabled, so Windows chooses a primary and disables the other.

There is no way of controlling the game when it loads. I cannot even play the game....it's for display purposes only...
