Report a translation problem
Steam Translations (STS) is absolutely still an active project.
The badge is also still obtainable: There's a level system and you can reach a maximum of 2 levels per month; one for translating more strings and words than the average of all translators translated within the last month and another one for entering the core team by being one of the 5 most active translators of your language at the end of a month.
Translators reaching level 12 on Steam Translation will be granted the Translator's Badge (e.g. staying in your language's top 5 for 6 months). This badge levels up to bronze, silver, and gold with each additional 12 levels thereafter (level 12 = basic, 24 = bronze, 36 = silver and 48 = gold).

Please note that there is a maximum of applications that can be pending at a time; should you be unable to apply because of that right now, you can let me know and I'll see if I can find a moderator of the language in question that has the time to process a bunch of pending applications.
