Operating system in complete form ?
What is your antivirus program ?
What other security software do you have other than antivirus ?
Operating System- Yes
Antivirus Program- Avast Free Antivirus
Other security software- Can't find any more on my pc.
And Avast needs to be properly allowing Steam and games as exceptions.
Avast, and others, are listed here.

So go to your Steam library and click "play" for the game and don't try to launch it any other way.
Remove your custom settings to the .exe file as in running as admin and whatnot.
What is this about "xna thing" ? What does that mean ?
I will try to play it. Thanks!
Describe in detail exactly what happens after you click "play".
