Are you sure that all the error message says is "Steam - Error" ? That is what I searched for in the game fourm, and linked above here.
Again, I am surprised that you are still missing a step here.
Read that again very carefully please. And you never answered my questions above about those processes and what they are for. You don't have to answer, but you have to be aware of them if they are affecting the error you have.

And for the steps, this is what I did.
Disabled avast, Uninstalled Skype, Restarted my pc, varified files, Hit play, nothing is showing up but it says Terraria is running.
Now, what about the game forum link you just quoted above in my post. Have you looked there for possible suggestions ? I will do the same now as well.
You should not be hitting "no" for a UAC message after launching the game from Steam. Just to put that out there. And I am sorry but, you said you disabled Avast before, and then in your msconfig shots it was still running as a process. Are you sure that is disabled and any other processes of Avast are also disabled ?

Are you sure the message does not in fact say "Steam Error Failed to start game (missing executable)" ?
If it does say that, then that is what you should have posted in your replies up until now, please.
But please, from now on, don't hit "no" to anymore UAC messages like that. As long as you are actually launching the game from Steam and then seeing the message, hit "yes" from now on please.
What about your firewall settings ? Are you sure they are allowing Steam fully through and games as well ?
Do you have your GPU drivers up to date fully ? What is your GPU on that computer ?
I just updated a TON of GPUS im about to try and run Terraria again.
