If your CPU is otherwise fine and meets the requirements for the game, that should not be necessary.
Post your complete system specs. (Operating system, GPU, CPU, RAM, etc.)
Be sure to state if that OS is 32 or 64 bit and what Windows it is.

in their latest versions, as well as checked on any release notes for any BIOS updates that may be highly recommended, especially since you have Windows 10 ?
Get GPU drivers from AMD instead, of course.

Just saw your edit. YES. That can surely be a problem, as well as child processes of Norton.
Norton can be toxic for Steam. Why would you want that antivirus on that nice build ???

I am not only talking about GPU drivers here. You built that computer, so where did you download and install the device drivers from ?
It should have been from ASUS only, if my link above is to the correct board.
To me it is funny that you went from Avira back to Norton. If you ask me, Avira all day over Norton. Norton is horrible.
Do you not see all the drivers on the page I linked ? Since you don't seem to know what I am talking about, that is a huge issue and apparently you have not installed them at all.
That is the first thing you have to do after installing an OS on a new build. Not sure why, but you seem to be totally ignoring what I keep saying about device drivers from ASUS other than GPU.
