Sorry of not being of help, but I think the more of us that bring this up, the closer to the devs attention it'll get.
It is annoying, cause I am wanting to buy a couple of these games while the discounts are up.

Not any of the threads yielded any results for me.
I have no Anti-Virus program of any sort. I checked my firewall possibly blocking it. Changed my internet provider to my phone's hotspot. Starting it in admin, and switching to other regions starting in admin.
I do not know if this is revelent or not, but around the same time the download failed on me, a DNS has been setup on my modem to enable other services such as Amazon Prime. I live in the Carribean. Though, I am fairly certain that is not the issue because I did switch to my hotspot and nothing changed.
I would now suggest that you place everything back as it was before regions, etc.) in Steam settings, run ethernet directly to your modem from your computer, bypassing any wireless connections and hardware you may have and then boot your computer into safe mode with networking.
Again, it is safe mode with networking. Troubleshoot the downloads/update issues there.
You can come back here to post while in safe mode with networking.
I couldn't understand what was the problem, but I solved it in this way:
-Delete all files and folders in steam main directory, except steamapps, userdata and Steam.exe;
-Restar the computer;
-Go into Steam directory and double click Steam.exe
It solved the unknown matter.
So far, I did as you said The Giving One. I am in safe mode with netwroking right now, I have just finished doing all the troubleshootings I read thus so far and the problem still persists. I am stumped now, can not possibly fathom what could possibly be wrong.
Thanks for the help Giving One, is there anything else I should do at this point? Anything would be much appreciated, thanks in advance.
Andergame have you tried following my solution? I read that many people have solved this problem in the same way.

I have my computer set up to auto update my programs and OS. Maybe I had an update at night and it affected my steam.
Either way, I am still open to suggestions/help. Anything will still be appreciated. :-)
If you are connected to the modem directly from your computer, and can boot into safe mode with networking, that leaves pretty much only a few possibilities, as this is using process of elimination to troubleshoot it...
1. NIC (LAN) device driver
2. NIC (LAN) device itself having issues.
3. Modem
4. ISP
5. Steam network.
That last 2 are the most rare, from what we see here in the forums. If Steam will connect but you cannot download, then try changing regions in your downloads settings.
If Steam will not connect at all, then the first 3 are much more common causes.
Post the model and model number of your computer. If custom built, post the exact motherboard that you have, please.
Be sure you are not using any wireless connections or hardware there for this, please.

EDIT: It might not mean anything, but I also can not stop the download. It is simply stuck at trying to start and trying to stop, not accomplishing anything either way.

You can use the auto detect feature there perhaps, or search manually for it using your numbers that you have there on the computer/documents. Thanks.
