However, the issue you have may not be related to Steam actually, but a new conflict on your computer.
I suggst you boot into safe mode with networking and try to use Steam there, as this is only a test to narrow down where the issue may be.
Just because the issue presented itself after a client update, that does not mean it was that client update that is the cause.
Reinstall Steam
The Steam installer can be downloaded here: http://store.steampowered.com/about/ and reinstalled to the same location where it is already installed.
This may fix potential issues with Steam client and service files. Installing into same location will preserve all installed games.
WARNING! Uninstalling Steam will delete all game content.
When you are done, stay in safe mode with networking and try to launch Steam and see if it will work properly. Do not boot into normal Windows yet.
Again, Windows XP is an extremely outdated OS, so there can be several factors here. Have you scanned for infections lately ?
Actual safe mode and Malwarebytes is recommended for that, as well as a good antivirus program if you wish.
Boot into safe mode with networking, and then follow my steps above, as your reply here just now does not suggest you did those, in that exact method.
Then, try to run Steam. If it will not launch, post exactly what you see happening when you try to run Steam. Do not use any existing shortcuts. Go direclty to the Steam.exe and right click it and run it from there directly.
Again, do not reboot into normal Windows yet. If there is a cause of this in a normal boot, you may just recreate the problem all over again, if it gets corrected by using what we are suggesting.

Also no malware or anything. I've looked for fixes elsewhere and run in multiple configurations and nothing works.
I highly recommed you to either upgrade to Windows 10 unactivated (the PC may not be powerfull enough) or a flavour of Linux.
Your system is vunerable to attack, your Windows XP PC is just another host for virusses to spread and attack other PCs from. You are risking your own security and that of other users by running a outdated OS.
Can I ask you to do two thing\s?
1. HIt WinKey+R
2. Type: eventvwr.msc /s
3. Click on system and check the log for any errors that correspond to the time you tried to start steam.
4. Make note of the errors, their messages and any code (you can see more by double clicking on the error )
5. Click on Application and check for any error messages there.
Let me know how that goes. This will give us a ballpark as to what and where the problem is.
Should note that the errors are the ones with the red marks and warnings are the yellow. Anything else is just normal .
