Report a translation problem
Did you try some very far away from you, as in as far away as possbile ?
Are you using a wireless connection or any wireless hardware in the connection ?
This is a home network that you have full control over, correct ?

Steam -> Settings -> Downloads -> Download Region. You may need to test several regions other than your own.
Stay connected with that ethernet cable while troubleshooting this problem. Bypass any routers or wireless hardware totaly, and make sure all other devices in the network are totally unhooked, so there is no way they can consume bandwidth, if you truly want to troubleshoot it fully and correctly.
Next, boot the computer into safe mode with networking. It has to be "with networking". Try again. Change regions while in safe mode with networking. If you see better results, it could be a process causing the issue in a normal boot, as this is just a test to use in order to troubleshoot.

2. Test Your Router
The Using a Router with Steam topic includes steps to isolate problems if they occur at the router.
Wireless and powerline connections can cause intermittent failures due to interference. If possible, test Steam with a direct wired connection to determine if this is a problem. An Internet speed test may also help you identify problems related to local link quality.
A very special case I think, but you could check that too.
