Only getting 2MBs CAPPED Download Speed with up to 25MBs possible!?!
So, I am aware of the conversion between mbps and MB/s, that is not my issue, and I've seen that as an answer to many similar issues I've already looked at. I am not satisfied! I WANT MOAR!!! If you guys could help my narrow down my issue, that would be great. (insert meme)

I have recently moved from where I was living, so I'm not sure what I can do yet to restore the capabilities of my download speed.

My download speed is not limited, 'no limit' in the options, and I have in the recent past been able to get 20-25 MB/s on my machine without any issue, what-so-ever. I now only get 2MB/s download speed on steam, and it never goes over 2MBs, even though my bandwidth and internet speed where I am should be able to handle more than that, easily, I concede my current internet is not as good as my old provider, but I should be getting over 2MBs every once and a while at least. Even 5MBs would make me happy right now. I have read steam will limit download speeds when there is a lot of traffic, but I have not experienced such a limiting till now if that is the case, and have tried to switch download regions to circumnavigate this, no luck. Any Ideas

How many different download regions did you try ?

Did you try some very far away from you, as in as far away as possbile ?

Are you using a wireless connection or any wireless hardware in the connection ?

This is a home network that you have full control over, correct ?

I tried about 5 of them, the best is closeby and giving me a constant 2MBs from Dallas. I tried Japan, India and a number of US Regions. I was using a wireless connection earlier today, and bought a cable earlier and plugged it in thinking it would fix the issue, the cable is 1GB-10GB Capable Flat Cord, wasn't cheap. I am not sure what to make of a home network I have full control over. I am permitted and able to administer and change things if I know what to do, it is however my grandmother's router lol, working with a temporary lodging kinda situation.

Try more regions. Sometimes, even trying ones very far away may seem like it won't work, and against the support page even, but makes sense, as those in that time zone may not be loading up that server right now, considering you are in a much different time zone than they are.

Steam -> Settings -> Downloads -> Download Region. You may need to test several regions other than your own.

Stay connected with that ethernet cable while troubleshooting this problem. Bypass any routers or wireless hardware totaly, and make sure all other devices in the network are totally unhooked, so there is no way they can consume bandwidth, if you truly want to troubleshoot it fully and correctly.

Next, boot the computer into safe mode with networking. It has to be "with networking". Try again. Change regions while in safe mode with networking. If you see better results, it could be a process causing the issue in a normal boot, as this is just a test to use in order to troubleshoot.

Aha, So a tried a couple of regions, to no avail, then I went into network settings, and found an error screen, 'Windows cannot access the specified device.. you may not have permissions to aceess the item.' I am administrator on this windows account as well, so i dont understand why I wouldnt be able to. So this leads me to beleive I do not have full control of the router or my computer for that matter in some ways.. and it may be my most limiting factor, if it is not Steam itself. I really have no idea how to google this issue just yet, but I'm gonna try, Ideas?

Yea, you need to bypass the router for sure temporarily. Troubleshooting using process of eliminaton. Eliminate the wireless connection and hardware.

The Using a Router with Steam topic includes steps to isolate problems if they occur at the router.

Wireless and powerline connections can cause intermittent failures due to interference. If possible, test Steam with a direct wired connection to determine if this is a problem. An Internet speed test may also help you identify problems related to local link quality.

My router has a port for guests and guests have per default a limited bandwidth.
A very special case I think, but you could check that too.

so i had the same issue where i have 5g router and used to get 300-500mbps and then it got capped at 20mbps so for example my download was 30-50mb/s then it 2mb/s when capped, it turned out to be "gamefirst" software it "optimizes" your resources to gaming or file sharing etc... just uninstalled it
