The catch is you need a Internet connection on the second pc so Steam can verify that you are the owner of the game when restoring the backup. So you would need to get that pc connected to the internet, even for just a few minutes. It would not need to download anything, just verifying your login and the backup files. A hotspot connection via phone for example would be enough.
Even if you would copy over the game files themself and then on to the second pc, Steam will demand an internet connection to verify your ownership, since its a different system. That is something you wont be able to avoid.
1 more question.. will my computer run it? i mean i can play DBX2 and ESO perfectly fine on my computer.. will skyrim be ok? (sorry im not a pro at naming my computer set up etc aha)
