Pubg and new account
I've already got pubg on this account but wanting a name change. If I create a new steam account and buy pubg on that, can I merge that account into this one so the new name and pubg is with the rest of my games library. Would that work?

You can't merge accounts. You would be able to play on the second account, using the new name, but you would have to switch between the two.

If I did that family share thing on this account, I'd be able to access the library on this one from my new one, is that right? Would it use my save points etc from this account or would I be starting from scratch?

Yes, but PUGB can not be family shared. You would need to buy it again on the second account and yes you start from scratch.

Thanks ogami. I don't mind buying it again. At least this way I don't have to keep logging in and out of accounts
