If its region locked means you can only use it in a certain region as a i explained. It wont show you what region sadly enough. The seller has to tell you in what regions they are blocked. This means if you really want to get serious, you can sue them for not providing that information.
The site is a scam site. They are well known for selling used, fake, or stolen keys. Additionally, buying from them runs the rusk of the key being bought with stolen card information, meaning a chargeback might get run and invalidate the key.
