No download button for downloading a game?

Now I know some people don't really read this description but I need help. I'm trying to download a game called GTA San Andreas that most of you will know. On my brother's account I tried downloading it but my visa isn't compatible with the country my brother's account is in and I have to wait 30 days and obviously i'm not really that patient to wait that much. So I created my own account and added funds to it, 15 dollars to buy GTA San Andreas. when I tried buying it no purchase button came up! What do I do? I'm really into games like this! Any help?

Where are you from? I see the game with both a purchase button, and following buttons (after having been added to cart.)

Well, I looked at it on an offline browser with /?cc=sa countrycode and it says 47.00 SR and includes the [Add to cart] button as I look at it?

Also, just realized that while you say buying is the issue in your opening post, the title suggests downloading is the issue.

Yeah, I'm still not quite sure, mine doesn't show any of that? Maybe's it's the country? the thing is before my brother's account. He has the same game and got it in qatar so I doubt the country is the problem.

Anyway to make it show add to cart? If we can find a solution to this it would be incredibly amazing :)

See if your other games have the lack of buy button, maybe it's some login issue.

Although, the embedded link's [Add to cart] is more often than not broken, so you should click the banner (the icon) and then [Add to cart] on its Store -page.

I just figured out that when I went on the steam website on google chrome. I tried checking out but it still didn't show the price even if I wasn't logged in.

I also have a question that could finish up this discussion, Can I transfer money as in 15 USD to anothre steam account? if so how?

It's not related to your issue, but you are posting images of your screen where your Steam login name is clearly visible in the top right. I suggest you don't do that, and take care of the ones you have uploaded to the file hosting site as well as here.
