Steam Interface Looks Weird
All of my steam pages are just jumbled with blue links instead of looking nice, except for my library. https://i.imgur.com/QXjQwjB.png this is what it looks like, any help would be appreciated :)

Steam > Settings > Web Browser, delete cache and cookies. Restart Steam. Try that.

How long did you wait after clicking the "delete" cache button ? You need to be sure to allow plenty of time for that.

Now, you need to wait after clicking on the delete then "ok" button, and allow the page to refresh.
It may seem to hang and not be working, but don't click on anything until you see the main page refresh and flash.
When you see that happen, click "ok" on the settings window and try again to see if it resolved the problem.

The "library only" issue for most lately, seems to be a specific Windows update. Make sure that update is installed if it applies. Otherwise, make sure Windows is fully up to date anyway.

Anytime I try any of these solutions I just get this error - https://i.imgur.com/q4D7EE3.png am I doing something wrong?

I "think" it may need to be installed manually, and it may matter if you have either 32 or 64 bit Windows.

Is this Windows 7 by chance ? Sorry for it not helping so far.

All the recent threads where users have the same issue you have, or one very similar, point to making sure Windows is fully up to date. Have you made sure to run Windows update just to see what it reports ?

EDIT...Also, what is your antivirus program ?

I usually suggest to test these issues in safe mode with networking. If the issue goes away there, it is surely a software conflict in a normal boot that is causing it. Software like antivirus or other security software, for example.

I have windows 10 and when I check for windows updates it tells me I am fully up to date and my antivirus program is kaspersky

Are you absolutely sure Kaspersky is totally ignoring Steam and games in real-time scanning ?

Run msconfig from Windows start and check the startup tabs and services tabs. See what is actually running on your machine, even in the background. Some of that there, depending on what exactly you have, may be causing issues.

Especially if you have Kaspersky and say, maybe, another background security process like Intel Security Management, for example only.

I just tried disabling Kaspersky and then restarted steam and it still stays the same

I dont know if this helps but on my browser I have the same issue, but for some reason in the url the https:// doesnt load in by itself and it give me this same effect, but if I manually add the https:// steam looks normal again
