LOW FPS ON MSI GL72 6QC PLS HELPP

hy guys i need help , just bought new laptop MSI GL726QC gaming series , my spec are
Intel I5-6300HQ CPU @2.30GHz (4CPUs)
12 GB Ram
Nvidia Geforce 940MX 2 gb
And my FPS is just locked to 30 fps in game , i try do to everything to play on low settings , i try to change settings from nvidia , but still nothing . Please if u guys can help me ;(

Does this happen on any Steam game or just one game ?

What is the operating system ?

Is the Operating system 32 or 64 bit ? I assume 64, but stating so would be good. Thanks.

Use throttlestop you can download it by searching it at google. By the use of that software it will overlock your cpu and it will able to run faster when playing games. Just try.

And suggest to update your operating system to windows 10, win10 is good for gaming.

That is nonsense. We don't even know what the issue is yet, so "overlocking" a CPU may be totally irrelevant, whatever that even is. And having more software running in the background could be actually problematic and consume resources, instead of freeing them up. If the computer well-meets the specs for the game, that is not necessary anyway.
