Nope. Forums are for users. Support will not respond and Valve rarely posts and even then, not for support issues.

Which contradicts the statement from the page promoting this new service.
If there are specific conditions that can alter those statements I think they should be added to that article, because as the previous user suggested, if it was triggered by the payment method of my friend then it would be nice to get a warning before paying at least, given that he was not going to get the promoted result. And btw, he used the same credit card he usess to buy his own stuff on steam, so it was not a new one or a new payment method not used before.
I don't read a promise of being able to purchase from a specific area, just of funds being available.
You should still be able to use the store and in-game purchases.
