First off, you might want to run http://www.gamesave-manager.com/ to make backups of all your saves just in case.
The Steamapps folder has all your games, the userdata folder also has some local cloud saves.
EXIT steam and Copy/move those folders to your desktop temporarily.
Leave everything else behind. You don't need to and should not copy anything else.
Uninstall Steam. (with the folders safely saved on your desktop)
Reinstall Steam and exit it and then copy those folders back in.
And no, your CSGO items are not stored locally.
Most of your savefiles should be on C users documents, but run that backup anyway and put them on dropbox or something.
Maybe you need to try the copy folder a coupple of times if the drive is weird, maybe it won't work.
Worst case you can always download your games again.
Still, do not run steam from that drive ever again. reinstall Steam.
