So these new Steam Wallet Digital Gift Cards ... cannot be bought with Steam Wallet funds?
Am I missing something? Decided - finally, there's a way to transfer some steam wallet funds between accounts, but it's not even an option when choosing how to pay for the card.

Are there any restrictions on purchasing digital gift cards?

You and your friend must both have Steam accounts and you'll need to be friends on Steam. You can purchase Steam digital gift cards for any user that you have had on your friends list for at least 3 days. Please note that you cannot use existing wallet funds to purchase a digital gift card.

Yes, give scammers and other similar people a way to get the money they got from selling scammed items to other accounts easily. Brilliant idea.

Transfering funds between users in different countries might require Valve to follow both countries banking laws, plus all the other countries they do business in. That is a legal nightmare that is complicated, time consuming, and expensive. By requiring a credit card, it shifts the legal requirements onto the banks involved, and keeps Steam out of it.
