Therefore, reinstalling the game will not fix that type of issue you have. Because uninstalling Steam games only removed the content from within the common folder where your games are installed under Steam.
It won't uninstall/remove upon uninstallation that .cfg file, so that same configuration is kept after you reinstall the game.
Not sure what disk you are speaking of, but my reply concerns drivers as well as Microsoft packages. Usually, the games and Windows install these for you, but there are cases where they may not.

the disk i'm referring to is the one that comes with the GPU in the box with it.
