Since when are you experiencing this problem? And on what game are you experiencing this?
Might want to contact the developers of the game.
If that doesn't work you could try reuploading your avatar. But before you upload your avatar, resize it to a resolution of 184x184.
This is what Steam usually does for you but maybe they store the original picture somewhere, and the API that CSGO uses tries to take that picture. I am not certain it works this way but it's worth a try.
But like I said, I doubt it's a problem on Steam's side. Maybe you'll have better luck posting on the CSGO forums:

On top of this, Valve have been working on changing some back end stuff in recent weeks, so there have been points where things go a bit wonky, but it's usually been on things like these forums, rather than in games. But the point is sometimes it can be purely down to either your connection and/or anywhere along the connection between you and them.
