I know a lot of people ask about this but none of fixes i have seen hear or elsewhere have helped.
So i have been trying endlessly to install and open steam on my ASUS laptop running windows 8.1. I have attempted: downloading the program several times, a clean boot install, adjusting the DNS settings, installing in safe mode, disabling my firewall, shutting off my antivirus. I always get the log below on install and it seems only a part of the program is installing(there is no steam apps folder and most of the other folders are empty).

furthermore when i attempt to open the 'installed' program it will attempt to update for about 5 seconds then give me the message "fatal error. Steam needs to be online to update. Check your internet connection and try again"

Are you using a router or wireless connection ?

Is the operating system 32 or 64 bit ?

Post the exact model of that ASUS laptop, please.

What is your antivirus program, even though you shut it down, please ?

Wireless is a yes
operating system is 64 bit
model i believe is x551ca
anti virus is AVG

also i installed steam on my dads windows 10 computer and it when off without a hitch.

Ugh, AVG. Yeah, you might want to change to a different brand of antivirus while you're waiting for The Giving One to get back online with more advice.

I'm not saying that it's the probable cause of your issue, but it's known for producing a lot of false positives when it comes to Steam games so it's maybe only a matter of time before you do start having issues with it. If you want a free solution then I'd suggest Avira - I replaced AVG with Avira a while back and so far haven't had a single issue with it.

Yea, I agree with the good Brujeira. AVG is really horrible with Steam and games. We have seen it cause issues for many users. Feel free to see for yourself if you wish.

Also, that model seems to come with Windows 8.1 64 bit.
Double check here and make sure all device drivers are up to date, but I am fairly sure that AVG is your main issue.

And AVG also has another process along with it probably, such as AVG Protection.

See this is where may think that disabling the parent antivirus will help. But disabling the parent AVG program does not disable other child processes of that parent. Such as AVG Protection.

Run msconfig from Windows Start as you can check the tabs there to see what I mean.

If you currently have installed games also giving you trouble, you may need to verify the game files for them, if AVG has also quarantines some of the files as malicious.

Permissions.

"Unable to read and verify install manifest"

Something is blocking it, Windows or 3rd-party software.
