anti virus is AVG
also i installed steam on my dads windows 10 computer and it when off without a hitch.
Ugh, AVG. Yeah, you might want to change to a different brand of antivirus while you're waiting for The Giving One to get back online with more advice.
I'm not saying that it's the probable cause of your issue, but it's known for producing a lot of false positives when it comes to Steam games so it's maybe only a matter of time before you do start having issues with it. If you want a free solution then I'd suggest Avira - I replaced AVG with Avira a while back and so far haven't had a single issue with it.

Also, that model seems to come with Windows 8.1 64 bit.
Double check here and make sure all device drivers are up to date, but I am fairly sure that AVG is your main issue.

And AVG also has another process along with it probably, such as AVG Protection.
See this is where may think that disabling the parent antivirus will help. But disabling the parent AVG program does not disable other child processes of that parent. Such as AVG Protection.
Run msconfig from Windows Start as you can check the tabs there to see what I mean.
If you currently have installed games also giving you trouble, you may need to verify the game files for them, if AVG has also quarantines some of the files as malicious.
