You can just do:
steamcommunity.com/id/<insertwhateverIDhere> and if it says that profile is not found, it means that it is not taken.
the id can contain letters from a-z which will get converted to capital letters, making it 26 possible letters plus the numbers from 0-9. ten numbers plus 26 letters = 36 possible characters each.
36*36*36*36 = 46656.

But it's not that hard to write a script that visits each and every one of them and check the contents. Either learn to do so or pay/rope someone into doing it for you.
