Is it an external hard drive by chance ?
Don't launch Steam games that way, by opening Steam with the game's shortcut. Launch Steam itself, go to your library, and click the "play" button for that game. Don't use shortcuts for games when you are trying to troubleshoot an issue like this.
Check your common folder for a game folder named Path of Exile. Open that game folder up. Are there files in there......many files ?
If you see this above, then you should not have to redownload the game.

Installed games are appearing as uninstalled

The .acf file number is the same number at the end of the URL on the Steam store page for Path of Exile.
Without the .acf file, Steam cannot see that your game is installed, and "install" will appear instead of "play" in your library.
Go to the game folder for Path of Exile. Find the .exe for Path of Exile. Right click it and run it directly from that .exe with Steam open. See if Steam can correct the issue after recognizing the game files are there.
