Worked for me after having the problem for a day. I tried everything short of reinstalling when this worked. Good luck!

Restart seems to revert it, hope it gets fixed soon cheers

Happened to me too just now and I fixed it. Are you using a custom UI skin by any chance?

Go into Steam > Options > Web Browser and delete your Web Browser Cache, and cookies. This solves the issue for most people.

Something in the last update fugged web caching, which explains why only now people are experiencing the problem. Over time the cache gets so bloated Steam can't function properly.

Here's another solution. This one worked for me. You have to exit Steam first, though, so make sure you've done that.

raine Jul 24, 2017 @ 1:33pm
go to the steam folder under appdata/local and delete the htmlcache folder there manually
