I can only guess, but this post seems to be where his problem started showing improvement, as well as the steps after.
I would suggest reading from the beginning, though. Unless you have already seen it, as you seem to say you have.

Then totally purge Steam and reboot. Explained in the post I linked.
Also, there can be other issues you may not be taking into account. Checked for infections lately ? Using good software such as Malwarebytes in safe mode ONLY, scanning as intensively as possible, enabling all settings in the program to scan for as much as possible ?
Another user had that exact issue. Booted into safe mode and only THEN was able to detect and clean the infection(s). That fixed his issue.
