Need some help with this mod

So i have been trying to create a mod for half life two ep two. so far i go it up and running but for some reason when ever i tryed to add a new weapon or change the speed of a rpg rocket in the code, the change that i make made no affect on my mod. i think it may be that its not read the client and server dlls of my mod. Ive looked around on the web and found a few things but none of those thing have worked for me.

Also I do kown that file are being drawn form my mod folder becuase scripts are being used from by mod, and i belive my gameinfo is fine but take a look any way, their may be something i over looked.
