Invalid SSL Certificate error & Access Denied
I also encounter these problems when i try to make a purchase something on steam. This does not just happen on the client. The same error exists on the web browser. This is a problems was started 4-5 months ago.
I tried these solution's :

1- I desubscription steam beta & subscription
2- Re-install steam
3- Tried different web browsers
4- Used VPN & Changed DNS
5- I restarted modem and used flush/dns command on cmd. (A lot of times)
6- Tried HTTPS / HTTP tag's on steam website

So, Please help me. I'm willing to kill myself...

Set your PC time right. And seek professional help, suicidal tendencies aren't to be taken lightly.
time and date correct on both the computer, modem, router or combo?

Checked for firmware updates to the router? The was a big screw-up by Microsoft a while back that ended up affecting a lot of hardware.

Yes guys, time & date correct. I had last updates on modem, same as windows.

May not be related but I recently ran across this same thing when certain ssl certs where leaked, then falsified and used to ♥♥♥ people, requiring revocation. Much firmware and software needed updating.

Not many applications installed. Firefox & Steam i updated everytime. Apart from these, there are things like gpu card software or something like that.Uhm, I have norton antivirus but doesnt blocking any connection / tcp / ip or port rule... Can i delete all certifices? If yes how ?
I am sorry, I do not believe I can help further. I had a hell of a time finding the info when I had the issue (with completely different hardware and software).

Norton is really a bad AV program, and it can have child processes like Norton Online Backup and others that are not disabled or removed if the antivirus is uninstalled or disabled.

It's entirely possible

1) your system has a dns redirector malware on it preventing it from processing dns requests properly

2) your router could be infected with malware as well, I would do a full hard restore on it

3) I would test with another computer/device/phone as this would eliminate possiblity of our router or ISP being corrupted

I was started using 3 years ago (Licensed). This is my secondry steam account, i was registered in 2011. So, this problem is started was 4-5 months ago. BTW I think is not about antivirus.

I dont think so 2 infected. I only did update visual studio 2015 up v3. During these months... But i will be check tomorrow.

We cannot know what the exact problem is there that has caused this for you, but you just said "I don't think....." to two replies that are possibilities.

If you are going to assume what is or is not causing it, you may not get far with the troubleshooting.

There are more-recent cases of Nortor causing issues, by the way. I cannot say Norton is the cause, but Norton does hate Steam for some users.

I unistalled Norton AV. But i had still same error.
Likely the country, ISP or you have malware which is doing something. In otherwords this is a MiTM(man in the middle) attack. The certificates are being rendered invalid because of it. This is good behavior, and it's letting you know that "something" is up. This is common in countries that have active or reactive censorship laws and so on.

You can try and figure it using things like Cert Patrol and Perspective. Which are browser plugins. Also check with things like Malwarebytes or Spybot Search and Destroy which will rule out malware possibilties. Though if your machine is "rooted" they may not find anything in which case you'll need additional steps to check.

this problem have a lot of sources, in addition to listed above, I can add:
old lithium battery
unlicensed and unpatched operating systems, disabled time synchronization service, self-signed ISP certificate (for SORM and mobile operators to restrict traffic)
anti-virus software and integrated solutions using fake certificates to intercept traffic
malicious software to do the same
VPN
Periodically withdraw the mass of certificates issued by the Chinese Certification Center (such a withdraw did M$ and Mozilla)
false-positive self-locking Comodo certificates

when you delete programs that put their drivers and certificates, in most cases, can only be removed program and everything else remains as incorrect settings only after the removal of the program, these errors and redirects there no program to handle it

to remove the drivers and certificates you need to perform a sequence of actions, sometimes - to run specific tools...

I searched with Malwarebytes didnt found anything, now start to search with Spyboy S & D. I tried SSL Eye, program cant be found my ISP.. Stuck %86 on progress.
