How did this happen, as well as your email getting "hacked" ? This usually may involve malware on your system, and it is not recommended to try to change personal information on a compromised (infected with Malware) computer, of course, as you just give the new information right over again, possibly.
You should be able to navigate the self help menu and get to the area where you submit a ticket, but you need to be also concerned with how this happened, so hopefully is it not still happening or will hopefully not happen again.

In addition to the advice above from The Giving One:
If your cell phone is lost or if you have reason to believe it's stolen, contact your local carrier. They may be able to assist you with locating the device if it's active, deactivating it, etc.
If your debit card is lost or if you have reason to believe it's stolen, you shouldn't be trying to remember the number. You need to call or visit your local bank branch, cancel the card and get a new one. Most physical banks can give you a new card in 30 minutes or less.
If your bank only has online support, contact your bank.
