Guess you missed all the other users here needed help that have open threads also.
These are user forums, and no one here works for Valve, and even if there was, your post here is not the right way to ask for help.
Where are the .acf files that are normally in that steamapps folder that you say you moved ?
You did not answer my question.
Steam may have to validate the games if you moved them, maybe you are mistaking the validation service as reinstalling?
All you normally have to do is save the steamapps, uninstall Steam in the old location, and then reinstall it in the new location. Then, drag in that steamapps folder. That is normally all there is to it. Maybe verify the game files after that sometimes....

Manually moving folders is not uninstalling.
No, as I said, these are user forums. And us communicating privately does not help others that may see this thread. That is what a community is all about, helping each other.
Right click the drive where you had Steam installed and go to properties then the tab previous versions. See if you can get a copy of the old folder/drive from a restore point that may have the files that you are missing.
