Report a translation problem
Don't try to launch Steam games with those programs. Use the play button in your Steam library. If you mean you want Afterburner to launch with Windows, then add that to your startup menu.
"Games Wont open With MSIFterburner/RivaTuner" which I found strange, because I did not think you could open games with those programs. If I misunderstood you, excuse me please.
I would hit the play button in the libaray and it startsup and then closes and the game stops running

Take screenshots of all of the programs you have installed on your computer. Control panel then programs/programs and features. (Windows 7,8,8.1) or "apps" (Windows 10 click "Start" (Windows icon on bottom left))
Click Windows Start and type in msconfig and run that resulting process. Go to the services tab and check the box on bottom "Hide all Microsoft services". Take screenshots of all that is left.
Then go to the startup tab on top of that same window(Task Manager in W10). Take screenshots of all that there also.

but as I said, I have never seen a case where it was seen to be the actual issue.
Then go back to the basics; uninstall Afterburner and RivaTuner fully and then reboot.
Check those folders again afterwards to ensure no left over loose files.
Then ensure you have the most recent version, and install it again and go from there.
These GPU apps should never cause an issue with a Game Client; the issue sometimes is settings, like in RivaTuner; some games simply do not like it. Cause Overlay via these kinds of apps are done in RAM as a ScriptHook.

You can screenshot capture the active window one at a time using ALT+PrintScreen
Steam in the top left, then settings, then "In-Game".
It is normally suggested that you have only one application set to monitor hardware and FPS, for example. Maybe that could be it. Just an idea.
